The FA issued an announcement stating that these violations of Chelsea are related to broker fees, cooperation with intermediaries and third-party investment regulations for players. The announcement said: "Chelsea Football Club faces a total of 74 charges. These charges involve things that happened between 2009 and 2022, mainly concentrated between the 2010-11 season and 2015-16 season."

The FA asked Chelsea to respond to this before September 19.
Chelsea immediately issued a statement saying that these violations occurred during Abramovich's time in charge of the club. A consortium led by US investor Todd Burley and others reported these issues to the FA after acquiring Chelsea in May 2022.
Chelsea Club said in a statement: "During the due diligence process before the acquisition, the new ownership group found possible incompleteness in the club's historical financial report, as well as other potential violations of the FA rules. After the transaction was completed, the club immediately took the initiative to report these issues to all relevant regulators, including the FA. The club demonstrated unprecedented transparency in the process, including the full provision of club archives and historical data."
Chelsea finally stated in the statement: "We will continue to work closely with the FA and strive to resolve this matter as soon as possible. We would like to express our gratitude to the FA for their collaboration with the club in this complex case, which focuses on what happened more than a decade ago."
